Regarding imports to the EU and many other countries there may not be a tariff per-se but there is very often VAT to be paid by whoever is importing the miners. Once actually in the country and received by the importer or direct recipient then there should no further VAT incurred when resold.

I'd definitely look into that as I know the UK has 25% VAT as I recall.
