Why do they say that? Correct me if I'm wrong. Isn't, hardware wallet, a hardware like usb, that generates private keys without being online on the internet?

well if your hardware wallet is lost, stolen or damaged, you can easily and securely recover all of your cryptoassets, as long as you have access to the 12, 18 or 24 word recovery seed. ...
