I think admins should do something about this new generation of scammer on bitcointalk or require a minimul level to start a selling topic. I'm aware that escrow exist.
This is probably the same guy who with multiple old accounts.
The method to scam is simple :

• Always using Telegram
• Ask for a minimum amount to purchase (for this one he said 31) invoking a stupid reason
• If you pay he will create another story to make you pay more
• If you refuse then he will clear telegram chat and block you
