Users want a way to avoid getting scammed, that's why they ask for escrow... if you can't move on with collateral then that means that you are trying to keep the users' money.
I'm not saying you are a scammer but looks like you are trying to become one, so get a valid escrow or stop making this kind of business, because this way you will only burn your reputation.
