It depends how you define the word legit, I do not see any diffrence between ICOs in 2017 and now, but when you think about it economically now it is much harder to raise enough funds for the further development.
Yeah, ICO stays the same while investors are actually smarter than before. IEOs also more attractive and investors prefer it more than the ICOs. Even if an ICO is indeed legit, it will have a hard time to raise fund.
