You should file compliant at cyber cell @ your local station will all the necessary docs
Local station police will have no idea what you are complaining about and more over they will blame you for losing your money that the India.And yes its possible to make a complaint on cyber cell which maybe at district headquarters only but still the chances of recovering the lost money is less than one percent.
