The FFF to ETH rate increase by 1% per level. Level 1 rate is 1 FFF = 0.0001 ETH. After 1% compound for 699 times, level 700 rate will become 1 FFF = 0.106 ETH. That rate is predetermined by the algorithm. So at level 700, you either buy 1 FFF with 0.106 ETH or if you have FFF, you can reverse exchange 1 FFF to 0.106 ETH through the smart contract. Just like a defi coin swap.
