So the most effective thing for our purpose is to tweet to @cryptsy directly, not to retweet somebody that tweeted cryptsy

In the short-term, probably yes. What we want is big vern to see the posts, but we also want to encourage others to tweet him about UTC, and others to retweet our posts. So you want to make sure your post "hits all the buttons".
When I post to @cryptsy, I also include hashtags. Hashtags are used for people to search for things. So I'll create a post like this:
@cryptsy Please add #UTC - huge volumes, great community, coin with value! @ultracoinnews #bitcoin #mintpal #litecoin
This tweet will be seen by cryptsy, and anyone that searches for utc, bitcoin, mintpal, etc. I've reached many more people than if I just sent it to cryptsy.
Another thing I do is search for other people that are tweeting to cryptsy and retweet their tweets (even for other coins). If you do this, those people will often follow you, then they'll see your future tweets.
