It depends on your country. Here in the Philippines, bitcoin is legal even the Central bank of the Philippines approved it. But they do warned use when we do crypto. No ones know who's behind those screen so we must be careful every time we do transaction. I remember it when I watched it on the television way back 2017 or 2018.
