Two different things, so I suggest you find two different people. One to design the website (right brain) and one to integrate TOR (left brain).
Maybe he do look for Full-stack one who can do both Front and Back-end.

You'll need to front the money first, Toptal has various vetting mechanisms to ensure nobody gets ripped off.
