@OP there's no way to know person behind the wallet he use, unless he use centralized exchanges and completing his KYC.
To get a Ethereum wallet, you should choose a good and trusted wallet which provide a full control of your wallet. Because you are going to hold your savings on it. If you choose a wrong one, you may lose your money. You can chose of Binance, Trust wallet for a safe side.
LOL, so you refer Binance (centralized exchanges) as a wallet? You're contradict yourself, you don't have a full control of your coins on centralized exchanges. After they got hacked and can't recover their loss, frozen/freeze your coins or ban your account... you don't have access to your coins again. Not your keys, not your coins, it's better to use DEX (e.g. Uniswap)
