The second part ("the ability for a person’s blood hemoglobin to bind with oxygen is hindered") is false. There is nothing to debunk - the oxygen molecule is still oxygen molecule even after being hit by 60 GHz photons. It absorbs the energy, dissipates the energy to other molecules, perhaps the air heats up a tiny amount (and I mean tiny - read up on energy levels involved) and that's it. It's chemical properties remain unchanged.
I guess the word "absorption" is confusing some people and allowing some unscrupulous individuals to make shit up.
Nothing in that article proves me wrong. Energy is absorbed. Oxygen properties are unchanged.
