We heard the news of IEO to be in place of ICO in order to curb the high rate of failure and scams in the development of altcoins projects in this year 2019. My surprise is that I still see series of projects claiming to be in ICOs. Doesn't that make them scam as we have seen in the same scenarios in the past?

If it is, I wonder why people still invest whether their time or monies in such projects which have high risk of loss or being scammed.

I just read in the media about the success of the new ICO developed by a computer expert. And many ICO projects that were born before have also survived well until now. I think the scammer was born not because of ICO or IEO. If someone wants to commit scams, whatever his name he will continue to commit scams. I think IEO only changes the sales method, while the process after IEO is still the same as ICO.
IEO right now is the same as ICO. IEO only good back then when it's still held by very few popular exchange and no random generic exchange which exists solely for profit. but, right now they are basicaly the same, not hyped up but few projects could still succeed and become strong later on.
