Musk is covering the world with 20ms latency links with a mesh of low altitude satellites interlinked at the speed of light in a vacuum (as opposed to slower fiber optic trans-oceanic cables).
I think something similar was dicussed here on forum in the past. Part of the suggestions was to have something like that in decentralized form, especially with things that are fairly cheap and uniform like internet balloons that many people can afford and launch together across the world. It's never a good idea to depend on centralized internet/satellites for decentralized networks. The communities should moving to full decentralization and not jumping from one centralized internet to another centralized internet.
That sort thing can be crowdfunded by decentralized-tech enthusiasts around the world as one of the few ways to have decentralized internet in isolated communities
Mesh is always decentralized. That's the whole point with a mesh. Regular ISP's are always centralized.
