I found it hard to believe that Binance did not have the article in English (I mean, it is Binance, and they have ample resources), so I simply searched for "Binance what is technical analysis" and got the result as the first entry in the returned list ...

This is my personal intake, but even if translating a third-party external sourced article into a given language on the forum, it is likely better to provide your particulars on the content, besides the translation. By particulars, I mean a brief summary and/or opinion and/or questions about the topic, so that the post is not "just" a translation (despite the effort it may take).
