Tik Tok can't be used as a good tool for crypto projects promotion. It's the network designed mostly for making short silly videos. To my mind, Twitter and Medium suit for crypto promotion more.
That's not the main thing. However, some genius made those previous pump for dogecoin. Any platform can be used for any promotions as long as they are not prohibited by that platform. For example, in facebook, you can't promote any porno because that is regulated.
Cryptocurrencies are okay to promote anywhere because no platform prohibits cryptocurrency promotions.
