I think you are right. Because at present the counties are not getting good Income.Most of the scams that are coming in the market.Earlier the bounties were very good but now they are not working.

Most likely because of spam and fake accounts. The sophisticated merit system of bitcointalk makes sure that this is counteracted, but unfortunately it cannot be completely ruled out.
