Google Play requirements for gambling are not that simple and very limited to a few countries. We are trying to submit the game to Google Play and AppStore.
Google has term and service for games developer https://developers.google.com/games/services/terms you have to read carefully. If rejected you can submit your games to another vendor like amazon mobile aplication, Aptoide, ApkMirror, ApkPure, etc. Seems you need mass marketing when launching mobile app besides play store.

Yes that's absolutely right.
Google play and app store has a strong policy against gambling apps.
They do not entertain such type of apps neither they promote it.
But as stated above you can still upload it to other alternatives like apkpure etc.
And the android app will surely help many Gamblers to place a quick bet from the phone itself.

Basically they do not need to add the apk to such website as they can provide it on their own main website as what they did already.
Adding the apk on google play or alternative apk source wont help a lot as most gamblers comes from the main website luckydice.
Means that only gamblers will download and install it as they wish, normal people who do not even know about gambling wont search for it on google play.
I myself is a gambler who do not like to gamble with an app in my phone, I will always get better experience to gamble directly on the website both on PC or mobile browser.

I prefer to play online gambling on my computer because installing casino application on my mobile make it slow sometimes. Also i do not want casino to be available in my reach 24/7, this way i may tempted to gamble all the time which i do not want either.
