So a "traditional drawing" can never, under any circumstances, be made by a 3rd party? I'm not sure what I'm missing here, especially if you didn't participate in the contest.

There's a panel of judges who give points from 1-10 with 1 decimal and these points are then combined to determine the winners. It is what it is and if you don't like the way it runs you are always free to host your own art contest .
