Should exchanges be allowed to allow deposits of coins without Informing the customer that KYC is required to withdraw. and then refuse to send back the coins if they keep saying the selfie picture wasnt approved due to because my Drivers license is a bit blurry?

i have been approved with many other exchanges with the pictures i provided to Exrates, i have sent them a close up of my drivers license front and back, cant they freaking tell that my drivers licence i am holding with a piece of paper in a selfie is the same one that i sent a close up of?

this is utter and total BS.... i have poor quality camera on my phone so its impossible to take a selfie with my face, the paper and my DL  without any blurry DL that i hold... i dont know what to do. can anyone please help me?
