Gambling is not going to help the economy to get recover unless it is a country where people from other countries gambles a lot than their own citizen and there are only few places in this world fits into such criteria and they have enough casinos and also facing lot of restrictions while running their casinos.

A casino may give job opportunity for 10 people but it is going to end the life of 100 people for sure so this is not a constructive way of building the economy.Economy of a country can be get into a good shape by increasing the manufacturing of products and exporting them.Other than this increasing job opportunities in bigger companies and it should be based on consumer economy.
Casinos can bring the life ofa town actually. If its going to constructed in a secluded town, probably near a tourist spot then this place is about to be commercialized. More buildings will follow. Its a chain reaction of businessmen putting up some mini hotels and restaurants. Eventually other kind of services including hospitals up to car repairs.
Casino isn't the first in the minds of the government officials, what they need are railways for products to reach to places. A railway circumventing the whole country will pave the way to ease transportation to build economy.
As I said it will do favour for the country if that town having tourism as one of the primary source of income or else it is going to suck the money from their people itself and going to give bit to the government as tax and the remaining will goes to the casino owner.
Railways are expensive and really long term projects so it is not going to be considered when the country itself in the need of funds.
