But the question is, how can a gambler become a responsible one without a bad experience? Let them experiences the losses so that they will think of a way how to overcome it. With continuous losses, they will now realized how to minimize their losses and can create a good strategy that can help them in the long-run. 

Unfortunately, in a gambling nature, it's impossible that all gamblers will be responsible. That's the reality.
