Is it manipulation? or just not breaking the resistance of 12K Area?

Stabilizing price is just normal. Plunging in price is normal. Breaching a certain digit is normal.
If you're a newbie in holding Bitcoin, I would just advise you to just stay calm on what's happening in the price. Even if it drops to 5k or whatever miraculous price we can imagine, just keep the holding going.
Nobody knows what will happen in the end. We only have speculations at best.
