Interesting comparison. What CPU are you using?
A bit OT but, 25watts is pretty good.
I'm already using an Athlon 200GE which is described to idle at 35w but i'm pulling in 45w at the wall from CPU alone. I've only undervolted the cpu to just -0.1mv dynamic core voltage tho.
Im using G3930 default all
he could be using a g4400t cpu it will save 10 watts on your g3930
also all software readings are not important.

are you sure you have the plat version of that psu.
the plug socket must be blue to be plat.
if it is black it is the gold version.
lastly the kwatt meter at the wall can read hot.
i have four or five different models of kwatt meters.
they can vary five percent on the exact same load.
