Just only this words, that "its without the owners access", makes me doubt in knowledge or goodwill.
He probably wanted to say that the owner of the website has no access to your funds ....till you send them.
No API of this kind will prevent the one behind the exchange to simply receive your funds and send nothing back in return, what he claims is simply low-quality marketing, is just an instant exchange (probably, it might not even be instant) and nothing more.
