We need to report the bounty manager of each campaign that doesn't pay to some DT member, like what happened with Payaccept bounty , they rugged the pull and closed their websites and nothing happened to its bounty manager 
What if the bounty manager is only hired to run the campaign and funds are on the team. I think to be fair on both sides, the bounty tokens should be in the hands of the bounty manager once the campaign starts.
