It's fair, because the fact that you deposit money in a gambling site, that means you are ready to risk that money by gambling it. All gambling sites have rules, you if you deposit like 0.01 btc and you'll only gamble 0.001btc, and withdraw the rest, I think that is not fair, but then it's still depend on the rules of the gambling site, just follow the rules as you'll see it before signing up.
we can depo and withdraw any amount but if he talks about the bonus , there is a rule to that but every rule has a part of waggering x amount before you can get the said bonus. mostly this is far from being fair . there are users that use gambling site as a wallet or for other shady deeds , they dont gamble so we shouldnt say they already risk their money upon depositing but if they depo crypto theres a risk for the value to go down and also theres a risk of being caught if they do shady deeds or illegal transactions
