I don't think that's possible. This is only possible where there is paper money. The government has done a lot to help the people in their country's corona situation by doing this. This is currently almost impossible to do in the case of Bitcoin. There are still many countries that do not approve Bitcoin for their country, They declared the use of Bitcoin illegal for there country people.
It seems so, and it will still take a while for bitcoin to become legal or become a state-approved transaction tool.
and various cases of bitcoin make the government hesitant even some countries ban it and that will make bitcoin take longer to become legal, and as long as I can still use bitcoin individually and make any transactions by converting it into banknotes I feel grateful and more luckier than nothing.

Bitcoin legalization is another thing, but does majority of the crypto enthusiast or Bitcoin enthusiast are willing to spend their cryptos to buy essential and luxury stuff?
I think no, as majority of us considered Bitcoin as a store of value and an asset that'll give us folds of profit in a long term perspective.
This is the area where Bitcoin struggles for mass adoption. People aren't using Bitcoin as a currency, though there were few who does, but many aren't.
This is also the reason why some of the merchants stop accepting Bitcoin or crypto as it lacks usage.
