Okay, but you run into the issue of introducing more to the workload of the moderation team for the sake of the few altcoin giveaways that are "okay".

Rather than a strict policy, now moderators have to take a look at things - whether there are helpful forum members or not, a report still requires a moderator's discretion when it comes to action - thus making it more difficult to manage the Altcoin sections. They're already bad enough: nearly every single thread in the discussion board is just absolute garbage and should be locked and trashed, and now reinserting giveaways only for the sake of a few?

I think it's something that would create more issues than resolutions.
I do not disagree with you but I have different view.
We can always have more manpower if it requires then cutting up the budget. As far as I know we do not have to worry about the money for the forum. So, if this is more work for current number of mods then hire some more. Besides I like the idea of paying moderation based on the report they handled so every sats the forum is paying is not a waste. The mods are not getting paid by not doing anything.

I like the idea of handing more by the administration and give more benefit to the users, after all the users are the one who runs a community.

For some reason, I don't wanna join any giveaways because there is no warning if you get caught by the moderators because the rules have said it all. I participated in some kind of giveaway a few months ago and got banned for a week. I don't know if it's was this kind of giveaway but nevertheless, giveaway might or might not be allowed in some cases. so I am turning away if I see one because the second time might not be 7 days banned anymore, It could be 14 days or more.

Hesitation, doubt - even if that's a legit giveaway because somewhere there is a rule and one get caught by it.
