You are free to make an account and start ban appeal topic in meta, but you are only allowed to be active there and nowhere else, at least not unless your case has been sorted positively and ban removed. You can't create a new account to join bounties. You are already breaking another rule by posting with this account, so you will most likely get banned again (and again, and again, if you keep creating new accounts).

I thought so to, that once you get banned all subsequent accounts will be banned too, as that is ban evasion, but recent case showed me that was not necessarily true.
