Op, no one will be banned for scamming others. He will just receive a negative feedback from dt members as a warning for others not to make deals with him. You can create a flag in the scammer's profile and leave the aproppriate feedback too.
Fortunetly, the scammed amount is not that big. It's a lesson for you too not to trust others with your money. Next time, better to ask for an escrow.
