I am not enough experienced to suggest this still let me share what I feel when your second round still has lots of open slots...
1. 10 posts in gambling section may seem too much for people here as most campaigns asks up to 5 posts.
2. Your pay rates are decent but NOT enough for someone not to think about switching.
3. People may prefer long term campaigns. If you assure like this campaign will last for next 4 weeks or 10 weeks then people will show interest and persist.
4. When owners' fund is not enough to provide attractive pay rate, you may reduce required weekly posts to 20 or 15. This may help to get reputed and sustaining participants.
No offence. Just suggestions from what I do observe on different campaigns for years.

Casineos Campaign started with low rates then they altered pay rates to remain attractive).
I think reducing the post count would be sufficient here. 25 posts per week is not a huge requirement but reducing it to 20 posts would be an ideal choice and this will also reduce spam in the forum.
Many campaigns these days just have a requirement of 15 posts per week. So 20 posts in this campaign should be decent requirement.
10 posts for gambling completely depends upto the manager. Since it is a gambling site, they would obvious require more attention on the gambling board.
So we can't really expect to have lesser posts in gambling.
