Can anyone also explain why Curacao is included in the banned regions in Duelbits ToS even though they got their license to operate there?

I already found out the answer to my first question. I was the one who provided that. Putting the banned regions, however, doesn't answer my second question. I know the residents in Curacao are banned from using Duelbits and I'm asking why is that? Duelbits is registered and licensed in Curacao so why ban residents there?
Maybe the registration process and the entire procedure can be done in a short term with ease, but the countrymen are restricted from gambling. Possibly that's the reason why duelbits is registered on Curacao and banned from usage within the same country.
It is the first time that I see a website with a license in curacao and prohibit curacao people from using the website, but I believe there must be some legal explanation for this as I do not know deeply about the Curacao laws
