Yes and no. AFAIK, Lattice exchance themselves were relatively newly established, which is why they're still on presale (as ann title suggested). But they're built by the same man who create Constellation ( project that's been existing for quite a while now) and will ride the same system. I think we can see this as a child project of DAG, so in a way, yes it's been around for a while, but no, it's new.
