Find exchanges that meet both your needs, and I have 2 options for you.
first . Binance exchange
where CZ usually only lists reputable projects with high market cap, so the majority of altcoins on Binance exchange are good altcoins.
2. MXC exchange
I found that the MXC team is very focused on the coin listing and price pump. So if you are a fan of short term trading and waiting for news then MXC will be a good choice for you.

anyway for the best altcoins i think all people will agree if ethereum is the answer

On the MXC listing the coin is born, and on Binance it comes to die. For example, look at what is happening to TWT now, I expect a listing on Binance soon, and what will happen to its price further do not need to explain.
