Claymore may be placing both ETH and ETC DAG to each of your Cards.
I have the same problem... I can mine eth but not etc ( 8gb rx470 & rx480 ) -allcoins etc/-1 didn't work.
Then it may be a bug on ETC on Claymore's side, I can't see any other possible options to fix that other than using phoenix miner.
