In my opinion one of the best sources to find out about new projects is the Service Announcements (Altcoins) board here on Bitcointalk. Almost every reliable project will create a announcement thread here and it's pretty easy to tell if people are really interested in the new projects or if it's only bots that are pushing the thread to the top.

I actually can not recommend icodrops, since they shared so many scams in the past. I honestly don't know how people can still trust this website.
That's correct also and do not promote or take those sites to other people if they trust they will scam, but it depends on their work and exploring the sites for every project you will see.
