I think this is the answer to your request, its only left for CM to announces such spot.
I do not think CM have to announce such if there is a member already among us that can be given the slot unless he is not qualified for it.
I guess there will be no rule to restrict you from wearing avatar and signature for your new rank regardless of your current pay-rate.
