I don't know why you judge this situation only from one experience that includes Doge coin and I think freedoge.co.in is a different project and some people don't even know this website.
TheQuin has a point. Nobody uses Doge as much as they use Bitcoin.
Also freebitco.in has been keeping the withrawal fees very low so it doesn't make any sense to use something else yet.
If the fees get too expensive and the players start to have difficulties while withdrawing their coins, then maybe they'll do something about it.
Maintaining these websites and chasing after the abusers is a lot of work I imagine... Why make life harder for so little return?
