Concerning your low merit score I can tell you: Try to work on your post quality. Post less "one-liners" and try to be helpful. If people like your posts or think your posts are helpful/informative they will reward you accordingly. In addition to that I highly suggest you to stop begging for merits, like you did in the post quoted above. See the reference below, posted by hilariousandco (Global Moderator of Bitcointalk).
Can I ask for merit?
There is no need to do this and this behaviour is usually seen as 'merit begging' which is frowned upon by the community and may lead to you receiving negative feedback. Keep making quality, constructive posts and you will surely be rewarded over time.
