Looks like a plagiarism, and should be banned. If not for that, then for ban evading. He has two previously banned accounts, and one more alt. Hopefully this will speed up the ban process.

Good deal, and I'm hoping the mods wake up and take a look at the reports. The example in the OP is certainly plagiarism (and idiotic in its quality as a post anyway), and if you combine that with evidence of ban evasion I see no reason why all the accounts involved shouldn't get nuked ASAP.
Sometimes mods are slow to act, but I always had the impression they were pretty quick when it came to plagiarism. Who knows the reason for the delay, but I'd be willing to bet this'll get handled pretty quickly now.

Spam isn't the issue here. Plagiarism is (and ban evasion too if Rikafip is correct). Just do yourself a favor and stay away from topics you don't clearly understand.
The ban evasion pushes it over the top.
As for whether you think it is plagiarism or not this one is tricky. I would say he is simply stating a fact.
If I write the "sky is blue" I am repeating a fact. That is not an act of plagiarism.
I would argue for the second post not be an act of plagiarism as much as it is repeating facts. But as I said the ban dodge is enough to ban this user.
I have read a lot of plagiarism accusations here on Bitcointalk.org and at least 10-15% are fact repetition which are not the same as plagiarism.
I think the idea that people see this one as plagiarism is an issue that has been hard for the forum to wrap its collective head around exactly what the act of plagiarism is.
Repeating well known facts don't call for quotes and credit. But my opinion is just that an opinion.
