This would work to get you some good coins added to your exchange and gain volume. But I think if you're goal is to add volume to your exchange, make some promotions or conduct trading competitions.
It's what I've noticed that other exchanges did to gather attention from traders. If there's a prize pool that will be shared to the competitors or winners, they'll come to your exchange and will do trading. Just set a justifiable rules.

I don't think you can invest a lot of money in promotion.
They have to invest such amount for promotions and marketing. Also they need to create themselves a market to get more traders, the market makers and add more cool and interesting things inside them.Every exchanges starts from that but once they understand the formula, they'll cater as much as volume that they can.
