In my understanding, with the quote and rule 9.5 that they've said. It's like that they can ask it anytime they want. I think, I've read the same rule from other casino and that's a basic KYC rule.
They haven't mentioned that it's in general for all accounts but if they've found an specific account and has to be processed and asked for KYC, you have no option but to take and follow it.
For most cases these rule applied to all casinos out there where they can really ask out if something is unsual towards your betting etc. but in most case when you are
