Have you tried to run the miner first at low power mode?
You can change it under miner's configuration in "work mode" then check if there are changes on the logs.

And I suggest you to test them one by one I don't know if it will run without the other two hashboard but it works on old Antminer series.
Just to find if the problem exists on any of your hashboard or might be one of the output from your PSU due to cable full of rust and dust or due to defective PSU?
