Those two examples sums up Offtopic nicely. It is a cesspool and even if you make an interesting topic (Movie topic for example), it will attract low quality posters who just wants to dump their post to increase activity or eventually those that are in signature campaigns that counts posts written there.

I feel that too. For example, I spoke with the author of "Share good movies please" topic to state a rule for posting. He did that. The rule says a specific format for posting the movies (title - genre - imdb link). The rule was meant to keep spamming newbies away and to offer more clarity for the suggested movies. The topic is still spammed with posts not respecting the rule. Now I have a basis for reporting those posts, as they don't respect OP's rule, but even so, not all my reports are handled. Indeed, it looks like mods gave up and even if you make the reports no good will come out of this...
