You need to stop users from following scammers. our current society is built around commercial insurance - dropping that habit, i think, would be the meaning of the "adoption". and since you can not insure against https://github.com/bitcoin/bitcoin/blob/master/COPYING#L16-L22 the issue is not the amount of scammers, but lack of the understanding of the issue at the first place. but if you talking about custodian services and etc - then the question is strictly rhetorical)))))))))
