Theymos would have to confirm the reason for this. But moderating the forum was an unpaid job early on and users volunteered to do it for free, this is not to justify them getting paid after resigning, but without the actual facts, it's best not to reach conclusions.
You are telling the whole world that a newbie could actually do the report job and get picked to moderate a board? I'm not impressed sorry.
That's just one criteria. I'm certain not anyone can be appointed as a staff by simply making multiple reports. There has to be a need for them and they need to have shown ability to function efficiently in that capacity and deep understanding of the forum rules and ethics.
