If someone wants to be a mod just keep reporting and if theymos feels you'd be beneficial on staff he may ask you at some point.

No, that's not what I'm saying. I've never seen anyone made a mod as a newbie other than the people who were hired for other business here but they're only really mods in name and don't seem to moderate much if anything at all. There are numerous high-ranked users with multiple thousands of reports and I'm sure a newbie would not be chosen over them if a new mod was needed but its all about demand.
