It depends on the project and developer intension, every project is created with a plan, which we normally have team towards that, by stating it on the road map, of the white pepper to carry out, to enable them to archive the goal, I have seen a situation, coin has been running IEO, after raising a particular amount of funds, they're no where to be found.
The main problem is that most of the developers plan is to make money and what is a better way to make money that start collecting money from investors promising them something which might not be even successful 
. Whatever shit it may be the best is when there is developers at the helm knowing what they are doing and having the conviction to make the project successful and we have seen only a few projects like that.
