In order for Flag Type 1 flag to become active it needs support of at least 1 DT2 member, while for flag Type 2 and 3 to become active support of DT1 members is needed.
Type 1 flag becomes active if the number of DT members supporting it is at least more than those opposing the flag
Type 2 and 3 flags become active if there are more than 3 DT members supporting as compared to those opposing the flags
